In order to be counted towards this question, participants need to be newly enrolled. ChildPlus considers participants newly enrolled if they have never before been enrolled in the PIR program that they are being counted towards. For example, if a participant was enrolled in Early Head Start last year but is enrolled in Head Start this year, they would be considered newly enrolled in the Head Start program because they have never been enrolled in a Head Start program before.
In addition to being newly enrolled, participants also need to have a health event that occurred between the and the . The event also needs to have taken place within 45 days of the newly enrolled participant’s Enrollment Date.
Finally, in order to be counted toward C.27, the health event needs to qualify as a Developmental Screening, Behavioral Screening, Sensory – Auditory Screening or Sensory – Visual Screening event. You can indicate if a health event fulfils one of these screening types when you set up health events in ChildPlus (via Setup> Module Setup > ).
You can have a single event set up to meet all four of the criteria above or you could have 2, 3, or 4 individual health events meet the requirement. As long as some valid combination meets the four screenings, the participant will count for C.27. We recommend running report 9714 to find a list of participants not counting for C.27 and the reason(s) why. This report can then be compared to report 9709, which shows the participants counting for C.27 for the PIR year.
